Understanding the Role of Deterrence in Counterterrorism Security
This paper presents a conceptual model for comprehending the deterrence (or sometimes displacement) effect of security systems on terrorist attacks. It also offers a framework for measuring the relative deterrent value of various security systems. Deterrence is a concept that is not well measured or understood. The paper provides a discussion of the role of deterrence on homeland security counterterrorism strategy. It ponders adaptations that potential attackers might make in response to security actions and efforts. It also examines the relationship between deterrence and risk transfer. Risk transfer is defined as the possibility that a successful deterrence operation might cause increased hazards to another target, including some targets which the defender highly values.
