Transforming our economy and our connectivity - high speed rail for the North
This publication is the Northern Way's assessment of available evidence to date on high speed rail and how it can help accelerate the North's economic growth. The Northern Way will continue to develop and assess new evidence as it emerges in order to provide input to future consultations by HS2(high speed 2) and the Government. Evidence to date, however, has led theNorthern Way to fourteen key conclusions that should be at the heart of policy development. These include: There should be a network of high speed rail routes, consisting of two north-south routes (including Scotland), linked by a new east-west connection across the Pennines. Well planned, a high speed rail network will accelerate the growth of the northern economy and would help bridge the economic gap between North and South. To maximisethe economic gain the network must serve city centres - particularly, in the North, Manchester, Leeds, Sheffield, Newcastle and Liverpool. The North's economy will benefit from direct high speed rail services to Heathrow as well as central London and a direct link to HS1 (high speed 1) and the Channel Tunnel. A progressive programme of improvements for the East Coastand Midland Main Lines is also required, tied into the plan to introduce high speed rail in this corridor. A high speed rail network will also require careful phasing to prevent distorting business investment decisions. It is considered that a second high speed line serving the North's city regions east of the Pennines should form the second stage of the national network. To prevent distorting business investment decisions, the second lineshould be developed in parallel with the first or otherwise be started onthe ground before the first is completed. When the first north-south highspeed line is built, a link via the Midland Main Line to Yorkshire and the Humber and the North East could provide some additional worthwhile connectivity before a second line is completed.
