Stable power supply for free-flow ETC systems by risk management

Environmental road pricing was introduced into the Metropolitan Expressway network in 2001 using the free-flow ETC system. Tolls, which are currently set in a uniform manner for each area of the Expressway network, are scheduled to be charged based on distance travelled through introduction of a free-flow ETC system. In such a system, radio communication between the ETC at the point of entrance to the expressway and that at the point of exit must function properly, which requires a stable power supply to the ETCequipment. This paper describes methods for managing the power source equipment of the ETC, which involves risk management that considers the effects and range of abnormal traffic volumes and power cuts.
