Institutional Parameters for Achieving Sustainable Public Transport Integration: The Gauteng Transport Management Authority

Although 70% of residents of the Gauteng province in South Africa rely on public transportation, the current system is fragmented, inefficient, and expensive. This article describes how these problems are being addressed through the establishment of the Gauteng Transport Management Authority (GTMA). GTMA has been tasked with the goal of achieving a streamlined, regionally integrated, intermodal transportation system which includes road, rail, air, freight and logistics. The introduction of an integrated transportation system will enable better fare management, reduced costs, and synergy in timetables. The mission of the GTMA is to be the regional transportation authority that provides leadership through a center of excellence, planning, technical assistance, resource management, financial sourcing and the setting of transportation management standards for all stakeholders. The first two steps of the GTMA have been to define all of the facets of integrated public transport and to determine the intermodal public transport network for the province. Addressing integration through a sound institutional framework and sustainability premise is an important beginning for the GTMA.
