ECONOMICS OF HEAVILY CONGESTED ROADS

THE FIRST PART PRESENTS A CRIQUE OF THE WAY IN WHICH THE PHENOMENON OF HEAVILY CONGESTED ROADS HAS BEEN HANDLED IN CURRENT TRANSPORT ECONOMICS. IN PARTICULAR, THE THEORY OF THE "BACKWARD SLOPING MARGINAL COST CURVE" IS CHALLENGED ON THE GOUNDS THAT IT ARISES FROM A CONCEPTUAL ERROR IN THE TREATMENT OF A FLOW DEMAND VARIABLE IN RELATION TO A TIME COST. IT IS CONCLUDED FROM THIS THAT HEAVY CONGESTION IS BEST TREATED AS A PEAKED PHENOMENON. THE SECOND HALF EXAMINES THIS LINE OF ANALYSIS AND PRESENTS SOME GENERAL RESULTS RELATING PEAKING TO THE FORM OF THE MARGINAL COST CURVE. /AUTHOR/
