A literature review of human factors safety issues at Australian level crossings

The purpose of the project was to summarise, analyse and interpret the existing state of knowledge regarding human factors risks at level crossings, to identify areas requiring further research, and to provide recommendations that can be practically applied to level crossing design in Australia and New Zealand. The project was conducted in three parts. Part One involved the identification and summary of relevant literature that was relevant to understanding the involvement of human factors in level crossing occurrences. Interventions and countermeasures found to be effective in improving level crossing safety were identified. Part Two involved interpretation of these findings to provide a set of practical recommendations for implementation in the Australian context. A workshop comprising the project stakeholders was conducted to identify and discuss opportunities and barriers to the successful implementation of these countermeasures. In Part Three of the project the views of the stakeholders were incorporated into the interpretation of previous research, the end result being the presentation of both practical recommendations for implementation and the prioritising of research needs to further improve level crossing safety.
