This primer presents key issues and challenges related to the conversion of high occupancy vehicle (HOV) lanes to high occupancy toll (HOT) lanes. The primer is intended for community leaders, administrators, the public, and other stakeholders responsible for making policy decisions for improving HOV lane and highway mainline operations through conversion to HOT lanes. More detailed information is available in the Considerations for HOV to HOT Lane Conversions Guidebook. The primary audience for the guidebook is transportation professionals responsible for planning, designing, funding, operating, enforcing, monitoring, and managing HOV and HOT lanes.
