New York City's Advanced Transportation Controller Program: Design and Project Management Challenges
After successful completion of its initial trial order of 1,000 Advanced Solid-state Traffic Controllers (ASTC) and the following street deployments between 2001 and 2005, New York City initiated its second phase ASTC program for procuring additional 4,500 ASTC traffic controllers by adopting the new Advanced Transportation Controller (ATC) engine-board standard (Version 5.2b). This project was bid in fall 2006 and was awarded to the low bidder in Spring 2007. This paper presents an up-to-date overview of New York City’s ATC/ASTC traffic controller program and discusses major challenges during the design and deployment phases. This paper specifically emphasizes the importance of the system engineering process and project management during the large-scale system migration from the legacy Vehicle Traffic Control System (VTCS) and wired communications systems (coax and DC interconnect) to a newly developed traffic control system (TransSuite TCS) and New York City Wireless Network (NYCWiN). This paper also describes NTCIP implementation, controller acceptance test programs and various advanced functionalities adopted by the ASTC traffic controllers and provides the most recent information on the various stages of City-wide ASTC deployment.
