Indicative Post-Occupancy Evaluation (POE) Focusing the Wheelchair Disabled User: A Case Study – The Airports of Congonhas (Sao Paulo) and Cumbica (Guarulhos)
This paper focuses on the issue of universal accessibility inside the built environment of the Sao Paulo’s International Airport (Congonhas) and the Guarulho’s International Airport (Cumbica). The objective is to understand how the airport built spaces are utilized by the disabled passengers with special needs (wheelchair). The 2001 Census data shows that 14.5% of the Brazilian population is in someway disabled. Therefore the study of this universal accessibility is important, as well as the verification of the existing physical architectonic barriers, which destroy this accessibility. The goal is to show that the built environment is modified by the users as they create situations not foreseen in the design, which interferes in the activities’ performance. Post-Occupancy Evaluation (POE) is used as a methodology and it consists in the built environment performance evaluation, considering the technical aspects, as well as the behavioral ones. Therefore, the aspects of use, operation and maintenance will be prioritized, considering the users viewpoint as an essential factor. Thus the research includes: (1) the building construction physical performance observation (walkthrough); (2) the users behavior observation (passengers and employees); (3) the mapping of the behavioral patterns through the identification of the activities and people performing them; (4) photography registers; and (5) interviews with key persons in the airport during daily operations. It is intended that this research results could be used as a support element in the development of strategies of space optimization, in order to elaborate new designs. The interaction between the users’ needs and the local architecture accomplishes a fundamental role in the design conception and adaptation, in order to reach the universal design.
