Reworking Suburbia: Accommodating Second-Generation Growth in White Flint, MD, USA
White Flint is a suburb in Maryland located approximately 15 miles north of the center of Washington, DC. In 1992, a master plan for White Flint was created that envisioned a mixed-use center with 12 million sq ft of commercial development and 6,400 residential dwelling units. However, 17 years later, only about half of the commercial development and one-third of the residential units have been developed. Despite a below-grade metrorail station, the area remains automobile-oriented. This paper describes the transportation issues associated with a master plan amendment for the White Flint metrorail station area. The goals of the master plan amendment process are to update the zoning for the plan area to promote smart growth redevelopment, improve the urban design of the area, and ensure that the implementation of the sector plan proceeds in an orderly fashion. The success of the White Flint planning process requires several components to operate together: (1) an acceptance of more urban mobility performance techniques and standards that shift the emphasis to multimodal system performance; (2) a coordinated land use and transportation network that will encourage a mix of jobs and housing; (3) a performance-based staging and implementation plan that coordinates needed improvements across property boundaries; and (4) a public involvement process for all stakeholders. To date, a draft plan has been sent to the Montgomery County Council, and it is hoped that a final plan will be adopted by the Council in the near future.
