The Evolving Partnership Model in Coastal and Ocean Governance in the Seas of East Asian Region – PEMSEA’s Role
The chapter describes how the majority of the regions of the world opted to undertake United Nations Environment Program’s (UNEP’s) Regional Seas Model as the mechanism to implement coastal and ocean governance. It discusses the experiences of the Regional Program on Building Partnerships in Environmental Management of the Seas of East Asia (PEMSEA). Since 1993, PEMSEA is funded by the Global Environment Facility (GEF) with the United Nations Development Program (UNDP) and the International Maritime Organization (IMO) serving as the implementing and executing agencies, respectively.
