Inspection Of Florida's Largest ITS Design Build Project
The Florida Department of Transportation (FDOT), District 1 in Bartow, Florida decided to build their southwest Florida regional traffic management center and nearly one hundred miles of freeway Intelligent Transportation System (ITS) infrastructure as one design-build project. This paper examines the project, called the I-75 Freeway Management System (FMS), from the perspective of the consultant team that was responsible for construction engineering and inspection. The project includes the “Alligator Alley” and the largely urbanized section of I-75 from Naples to Ft. Myers in southwest Florida. The project includes over 99 miles of fiber optic trunk line cables, 111 microwave vehicle detector systems (MVDS), 79 closed-circuit television cameras (CCTV), 26 cantilever dynamic message signs (DMS), two (2) road-weather information system (RWIS) roadside units, and 269 safety barrier cable system (SBCS) roadside unit upgrades. The consultant construction engineering and inspection (CCEI) team was on board during design, construction and integration to ensure the project was built in accordance with the technical requirements documents and resulted in a fully integrated and operational freeway surveillance, incident management, and traveler information system. The author describes the project and provides an overview of the CCEI role in Florida, focusing on several important issues that arose during design and construction and exploring how these issues were addressed. Issues discussed include coordination between ITS and roadway construction contractors, inspection logistics, microwave vehicle detector placement, and schedule impacts. The author concludes that the CCEI team combination of persons familiar with general construction and those familiar with ITS construction was effective at resolving design and construction issues on the project.
