The Israeli Procedure for Random Sampling and Testing of Materials
This paper describes how the sampling of materials is one of the most critical steps in materials testing. If the material to be evaluated to determine its conformity to specifications is not chosen randomly, the tests will not reflect its true characteristics. Specifications using quality-level analysis require samples to be taken at a random schedule. This involves selecting samples so that each portion has the same chance of being chosen from a given lot. Leading examples of quality-control programs are presented in the construction specifications of AASHTO in the United States and CSRA in South Africa. The AASHTO program follows the ASTM D-3665 procedure for random sampling and testing, and the CSRA program that given in Technical Recommendations for Highways (TRH5). In Israel, an in-depth study of these two quality control programs for in-situ density control revealed considerable deviation between their final outputs; for reasons outlined in that study, the South African procedure was adopted after the introduction of some modifications to obtain the final procedure required. Thus it was only logical to accompany this program with a compatible procedure for random sampling. Toward this end, the two existing procedures for random sampling and testing were studied, and it was concluded that a new procedure should be introduced. This new procedure is based on (a) the computation of six possible location-sets for any given lot on the basis of the statistical procedure used in ASTM D-5340; (b) the random choice of a final location-set. For any given lot, this procedure is accompanied by a linked procedure for fixing, if necessary, the locations of the resubmitted tests.
