Climate Change and Transportation Planning

This paper explores the implications of “global warming” induced climate change on various aspects of transportation planning. The author presents a view that assumes the present predictions actually happen and the resulting impact on present-day long-term transportation planning, investments, and policies. The author outlines strategies for using existing information systems to expand current planning methods in order to consider Climate Changes in the planning process. Specific global warming topic areas addressed include: oceanic incursion within the planning horizon; population evacuation; infrastructure deterioration potential; economic disruption and growth opportunity identification; and population migration and sustainable communities. The author concludes that transportation professionals must introduce new methods and practices in planning studies to ensure that appropriate factors in our changing environment are considered and wise infrastructure investments are made. Current software systems, such as ITS, transportation models, GIS, CAD, and DBMS, are currently robust enough to incorporate broader analyses. Identifying possible changes in key areas can benefit those professionals charged with developing useful and viable transportation plans that meet future demand for safe personal mobility and efficient goods movement.
