Cellular Communication Based Mechanism for Road Traffic Information Distribution

The use of wirelessly broadcast road traffic information (RTI) is a current area of safety-related interest for vehicle improvements. This paper presents an approach for RTI distribution using cellular communication technologies in existing 3G (UMTS) networks. The authors note that some of the developed communication technologies, such as the Wireless Access in the Vehicular Environment (WAVE) and the Dedicated Short Range Communication (DSRC), suffer from a low penetration rate and the high effort to build up nationwide infrastructures. However, the third generation (3G) cellular networks open up new opportunities with existing infrastructure and good coverage in many countries. The authors explain how the Multimedia Broadcast Multicast Service (MBMS) provides high flexibility in defining regional services from network wide areas down to single cell areas. In this system, a two-level hierarchical carousel method is used in order to increase reliability in presence of packet losses and enable timely delivery of time-critical messages. The authors describe the first years of this system in Germany, with lower penetration rate, good performance is reached even with only 4 service broadcast areas. The recommendation is to have 16 service broadcast areas within Germany when 100% penetration rate is reached.
