PRINCIPLES WHICH SHOULD GOVERN THE LOCATION AND PRIORITIES OF ROADS IN MOTORWAY NETWORKS
THE "NEW CONTRUCTION PROGRM FOR FEDERAL HIGHWAYS" FOR GERMANY, WHICH COVERS THE PERIOD 1971-1985 AND IS BASED ON TRAFFIC FORECASTS FOR 1990 IS OUTLINED. TRIP GENERATION, TRIP DISTRIBUTION AND TRAFFIC ASSIGNMENT MODELS WERE USED TO OBTAIN AN OPTIMUM DESIGN NETWORK. JOURNEY TIME WAS USED TO ASSESS THE QUALITY OF EXISTING TRAFFIC FACILITIES BETWEEN MAIN CENTERS. DETAILS ARE GIVEN OF THE METHOD OF PRIORITY RATING CHOSEN. EACH NEW LINK WAS ASSESSED BY MEANS OF FOUR INDEPENDENT PRIORITY CRITERIA: TRAFFIC DENSITY, SOCIAL BENEFIT, ACCESSIBILITY AND LINK QUALITY. /TRRL/
