PUBLIC ENTERPRISE IN PRACTICE
This book began as a study of the nationalized industries' investment criteria for the Department of Applied Economics at Cambridge University under the general supervision of Mr. Michael Posner. However as the project got under way it became evident that it was unrealistic to consider investment policy in isolation, and that most of the fundamental questions about the economics of the nationalized industries had never been answered. As a result the purpose of the study gradually changed and it was ultimately decided to make a general survey of the economic performance of the public enterprise sector. Nevertheless the original object has constantly been kept in mind and the whole of the third part of the book has been devoted to the way in which the nationalized industries have framed and evaluated their investment programmes. This section of the book also contains a case study of the West Midlands Gas Board which was undertaken before the purpose of the inquiry was redefined.
