Guides as Tools for Better Mobility and Transport

In 1986, the Norwegian National Assembly asked the Government to take care of making sure that everybody that was responsible for transport and mobility, work out plans on how to improve the transport and mobility for disabled persons. One problem was how to achieve this when no law or rule demands it. Another problem is that nobody can improve the mobility and transport for disabled without knowing how to do it. If these improvements shall be done, it is also a necessity to know something about the benefits gained by these type of projects. On this background the Ministry of Transport and Communications has published a guide for planning and administration of transport services for the disabled, and a guide about roads for more people. The Ministry is also working on a guide about means of transport. These guides show practical measures for mobility and transport for the disabled. The guides also deal with the benefits from better mobility. A third topic covered in the guides is how to make planning easy and usable.
