OV-Chipkaart roll out creeps forward

The national public transport smart card for the Netherlands has been much delayed due to cost over-runs and lack of clear leadership. The government has outlined its intention to accelerate the introduction of the transport smart card. Trials have been underway in Rotterdam and Amsterdam for some time, but despite success of multi-modal transport smart cards in other countries, the Dutch system has been dogged by problems, including fragmented and slow development and testing of the programme, and technical problems while operating the smart cards in trials. The unforeseen complexity of the operation is one reason for costs having being so significantly under-estimated. Consumer and passenger organisations have also started to withdraw support for the smart card mainly because of the confusion relating to tariff structures, different local rules for interchange modes and threats to security of personal data. Research has now been undertaken to identify and put right the problems and plans are being drawn up for a revised roll-out strategy. A campaign is being planned to encourage the rapid take up of smart cards.
