Measurement Sources for Freight Performance Measures and Indicators

Development of freight performance measures and indicators is intended to assist the Office of Freight and Commercial Vehicle Operations (OFCVO) of Minnesota Department of Transportation (Mn/DOT) in responding to key stakeholders in the public and private sectors regarding the performance of Minnesota’s freight transportation system and in assisting Mn/DOT’s long-range planning efforts such as the update of Mn/DOT’s Statewide Transportation Plan and its Statewide Freight Plan. Freight measurement sources (data and information sources) were compiled, analyzed, organized, and classified for all modes of transportation and different performance measure and indicator categories. The classification of measurement sources was done for performance measure and indicator categories pertaining to network and infrastructure, safety or damage, access, capacity, travel time, reliability, market share, mode share, modal costs, freight productivity, freight security, shipping rates, pricing, agency cost, carrier cost, shipper cost, externalities and community cost, transportation indices, and external factors related to or affecting freight movements within, through, out of, and into Minnesota. Assessment of key performance measures and indicators, and related measurement sources was carried out. Barriers, best available measurement sources, good existing practices, and recommended improvements pertaining to measurement sources for freight performance measures and indicators for Minnesota were identified.
