Task A-2: Implementation and Management of Electronic Roadway Tolling: Lessons from Successful Cases
In this report, the authors examine a variety of road pricing projects, focusing on how the projects have been implemented. Drawing on the literature on road pricing and organization theory, as well as some case studies, the authors discuss lessons learned for future implementations. The authors determine that the most common barriers to successful implementation focus on political acceptability, ambiguous public private partnerships, and the bureaucracies of government agencies. Brief case studies include Highway 407 in Toronto, Toll Collect in Germany, Congestion Pricing Scheme in London, and the I-15 Express Lanes in San Diego.
