The impacts of road design solutions on maintenance operation

The impact of road design solutions on maintenance operations and costs has almost never been studied in Finland. There may be some design mistakes, poor cooperation between different agencies and specifications that do not take maintenance into consideration. In addition, contradictory design solution considering traffic safety and maintenance solutions are all reasons for costly maintenance. The aim of the study was to find out how to design roads in such a way that the lifecycle costs (LCC) would be optimized in terms of design solutions that would have impact on maintenance operation and costs. The methods that were used in this study were literature study, interviews of road superintendents and maintenance contractors and case studies. Through studying the road design process, the division of the costs and specific going through the maintenance steps the problem situations were categorized and analyzed. Almost 40 design problems turned up through interviews of experts located at different parts in Finland. Common design problems that affected maintenance operations were too small space for snow, poor materials and design for curbs, and green areas with too many details. In the three case studies, identified problems were analyzed more specifically to find reasons behind the problems and to develop solutions. Also design specifications were reviewed to find reasons and solutions for the case problems. The study showed that in order to obtain optimized design solutions in terms of maintenance operations, all agencies must accept the responsibility of the design process. Overall, the influence of the road superintendents on design solutions must be increased, the know-how must be improved and the cooperation of the actors should be improved. To improve the LCC perspective in the design, the maintenance costs should be calculated earlier in the design process to evaluate their effect. Due to the confidentiality of maintenance costs today, the specific costs for maintenance operations were not studied.
