The Implementation of Open Road Tolling on the Illinois Tollway
The Illinois open road tolling (ORT) initiative began in 2005 when the Illinois Tollway began lane conversion to ORT at its 20 mainline toll plazas. The authors discuss the coordinated management needed to deliver ORT lanes in under two years to 20 plazas. For toll plaza conversion to ORT, design and construction engineering was broken down into 24 packages, with 30 construction contracts awarded. Commitment to the customer was infused in every part of the ORT initiative by the Illinois Tollway, which meant minimizing motorist inconvenience while delivering benefits as quickly as possible. A box highlights the results of a poll regarding Illinois tollways, which was generally positive.
