Multicriterion Approach for Prioritizing Traffic Safety Improvement Projects: Application of Analytical Hierarchy Process with Fuzzy Logic

This paper presents a robust multi-criteria approach for prioritizing traffic safety improvement projects, in which a set of criteria are selected to account for the impacts of technical, economic, social and environmental related contributory factors. An Analytical Hierarchy Process (AHP) model integrated with Fuzzy logic was proposed to: 1) normalize the scales of different indicators, 2) construct the matrix of pair-wise comparisons, 3) optimize the weight of each criterion with the objective of minimizing the consistency index of judgment matrix, and 4) synthesize the final priority score for each of the safety improvement projects. Results from an illustrative case study reveal that the proposed model is quite promising for use in selecting safety improvement projects. Comparative study between the proposed model and the existing ranking methods has also been done through statistical correlation tests, to assist safety project managers in best understanding the unique features of the proposed model.
