SAFETY AND RELIABILITY OF OFFSHORE STRUCTURES
This paper suggests techniques for formulating reliability based design criteria for offshore structures. Procedures are also outlined for using experiences with actual structures to calibrate the design factors. A goal is developed for optimum designs to reach economic target risk levels. Economic analysis should consider tangible and intangible costs of failure and their risk of occurrence. It is suggested that aversion formulae be avoided but limiting risk constraints should be based on rates for comparable industrial activities. Simulation methods are described for obtaining the overall risk for an array of potential modes, including structure and mechanical systems which are correlated through common environmental and fabrication effects. The derivation of optimal design factors, including component safety levels is discussed. Order from BSRA as No. 49,714.
