Motorcycles and congestion - the effect of modal split

This paper studies the effect on traffic congestion of a mode share transfer from car or public transport to motorcycle use in the UK, building on earlier research. The objective was to develop models to estimate the effect of modal transfer, concentrating on motorcycle usage in morning peak time, by analysing existing data sets. These models were used to test the effect of policy changes on motorcycle use at this time and the resulting impact of mode shift on congestion. Test applications of the improved models covered the city of London and town of Cambridge, and a range of policy tests was carried out. The study was undertaken by a team of consultants.
