Review of the management of C&U and STGO abnormal loads

The term “abnormal load” is used to refer to the movements of loads which do not comply with the normal requirements of a Heavy Goods Vehicle, as laid down in Construction and Use (C&U) Regulations. The complexity of the current notification system means that there is no central record kept of abnormal load movements, nor whether the journeys actually take place. This project has been carried out to improve the HA’s understanding of C&U and Special Type General Order (STGO) abnormal load movements and their impact on congestion. Data on abnormal load movements were obtained from a number of sources and these were combined to give an overall estimate of vehicle kilometres travelled by abnormal loads. This estimate was then used in a congestion model developed under a previous project to predict the effect on delays on the Highways Agency’s road network and the impact on the Public Service Agreement target. Finally the report discusses and recommends a range of options for improving the management of abnormal loads. (A)
