Risk Management For Mega-Projects
Exceptional by their intrinsic characteristics, mega-projects are also exceptional by the number of partners, companies, political authorities or environment issues that they associate in a common context. To each of those identities correspond a certain number of risks that have to be evaluated, quantified, prioritised and finally minimized. Those requirements concern the mega-structure reliability but also its consequences for the users, the neighbours or local inhabitants, the project environment and technical, economical and financial associated partners. To be efficient and adapted, risk management processes should be integrated since the very beginning of the project, within the planning and design phases, and should be pursued at the construction and operation phases. Risks assessment and continuity in risk management from one stage of the mega-project to the other have proved to be key elements in the success of the operation. Integrated risk management is a more and more determining factor the definition of design choices such as architecture choices, materials choices, construction method and therefore costs.
