A Structural Model of Safety and Safety Regulation in the Trucking Industry
This paper models public policies to improve safety within a structural model of the trucking industry. The policies are designed to ameliorate the market failures associated with the myopic underestimation of crash costs by some trucking firms, and institutional constraints that prevent full internalization of the external costs of crashes. The paper compares three alternative public policies: the imposition of a minimum safety standard, levying post-crash fines, and the charging of an ex-ante tax. The policies are ranked on the basis of both their economic desirability, and the likelihood that they will be selected by voters in a political economy.
