Traffic Signal Operations Specialist Certification Program Refresher Course
This publication describes how the installation of a traffic control signal is seen by many as the panacea to all problems at an intersection or mid-block location. Unfortunately, this is not true, traffic control signals can actually result in increased delays and crashes if they are not properly justified and designed. This refresher course: (1) discusses the purpose and application of signal control; (2) presents the basics for determining if a traffic control signal should be considered through proper application of the signal installation warrants; (3) discusses the types of signal control, either isolated or coordinated; (4) touches on needs for special users, such as the elderly and disabled; discusses traffic flow theory’ identifies performance measures; and (5) defines data needs and collection procedures. This signal installation determination will involve both engineering studies and judgment.
