TRAFFIC CONGESTION IN CENTRAL AREAS: HOW TO SOLVE IT BY DOING NOTHING

This paper discusses the hypothesis that traffic congestion in the central areas of towns may be solved by doing nothing. In order to test this hypothesis, a simple model is introduced. The model contains four main concepts: congestion, accessibility, intensity of use and traffic generation. The relationships among these components are discussed and empirical evidence is presented to substantiate the model. /Author/TRRL/
