Need and Possibilities for Seat Belt Use Promotion in Bashkortostan, Russia

This article presents a discussion of the need and potential for translating seat belt promotion programming from other Russian regions and other countries to Bashkortostan, is a republic in the Russian Federation with a population of 4.1 million. The prevalence of seat belt use is low in Bashkortostan, which may account in part for the very high rate of motor-vehicle-related mortality in this republic. Topics include initiatives such as the Sakhalin Road Safety Partnership, attitudes regarding public health issues, rural versus urban areas, the effectiveness of seat belt use, changing behaviors of automobile passengers, traffic injury prevention and control efforts, the lack of sufficient public health funding, and mandatory seat belt use laws. The authors conclude that current policies and strategies developed in other countries could work well in Bashkortostan, if they are enforced.
