Employee Compensation Data for Small Urban and Rural Transit Systems

This paper describes how public transit systems in rural areas are continually challenged to provide high quality transit services that are responsive to the needs of customers and the community as a whole. These challenges can only be met if the systems have highly qualified and well compensated employees. Yet, transit managers often report that their agencies are understaffed and that recruitment, retention and turnover are among their most pressing to concerns. This paper shares a portion of the final research results of TCRP Project F-12: Employee Compensation Guidelines for Transit Providers in Rural and Small Urban Areas which was intended to help providers in rural and small urban areas make informed employee compensation decisions. This paper focuses on three areas: (1) employee compensation data - including wages and salary levels from the project survey, and selected national databases; (2) employee compensation guidelines - including procedures for setting and adjusting employee compensation levels, standardized job categories and selected wage data for each and the interactive tool that can be used to conduct a peer analysis for your system; and (3) guidelines on recruiting, hiring, and retention of staff - including a review of current/best practices.
