Special Needs in Public Transportation in Canada: Some Survey Results

This paper describes how a combination of events over the past decade has caused a reappraisal of transportation legislation related to the disabled in Canada. External events include the enactment of the Rehabilitation Act by the United Nations declaration of 1981 as the Year of the Disabled, which focused world attention on the needs and rights of the disabled. Within Canada, there have been several government-sponsored open meetings designed to canvass people for opinions and suggestions relating to the needs of the disabled. Other factors have been the passing of the Canadian Charter of Rights and Freedoms in 1982, and amendments to the Canadian Human Rights Act in 1983, which further strengthen the rights of the disabled, and which introduced the concepts of accessibility standards and adaptability plans. The Canadian Transport Commission is involved in the developed of accessibility standards for transportation modes under federal jurisdiction: namely, air, rail, and to some extent, inter-city bus.
