This chapter has classified and estimated the social costs of motor vehicle use in the United States using data from 1990 and 1991. The analysis is meant to inform general decisions about pricing, investment, and research. It provides a conceptual framework for analyzing social costs, develops analytical methods and data sources, and presents some detailed first-cut estimates of some of the costs.
