The European Union: Evolution of Privatization, Regulation, and Slot Reform

This chapter will examine three key elements in airport management and policy in the European Union: privatization, regulation, and slot allocations and management. The chapter will analyze the major trends of economic and institutional change over the last two decades. These changes raise fundamental questions. Will the goal of fair and efficient pricing be achieved given the current trends of aviation liberalization, privatization, and competition? If so, the major policy reform will be necessary to increase the efficiency of the system. The European Union (EU) has been one of the leaders in moving to greater privatization with complementary regulatory changes. The underlying forces for this shift in governance include the integration of aviation policy into general EU transport policy and the movement of transport policy toward reliance on market forces rather than government ownership to discipline the behavior of firms.
