Europe Struggles to Deliver the First Railway Package
The First Railway Package (FRP) was adopted by the European Commission (EC) in 2000. It was intended to create liberalized rail freight market conditions in which national railway network access can be gained by any operator possessing relevant licenses. The EC, however, claims that it is not being correctly implemented by nearly all EU countries, 24 of which had assimilated FRP into their legal systems by January 2006. The author examines EU criticisms, including failure of individual nations to create an independent regulator with sufficient industry influence powers, to establish an infrastructure manager who is neutral, and to complete its former national railway company's restructuring.
