CONTROL OF GOODS VEHICLE MOVEMENTS IN URBAN AREAS -- THE LONDON EXPERIENCE
This paper describes a variety of different controls on the activity of road freight vehicles which have been implemented or proposed during the past 10 years, and draws some conclusions about future policy. First, however, the problems which the controls are to counter are described and the way in which policy proposal were produced is discussed.
