Back Brace: Improvements to I-595 Should Support Growth of Economy, Population

This article describes the planning process for the revamping of I-595 in Florida which connects a number of important roads and destinations in the area. Due to rapidly increasing levels of traffic, the Florida Department of Transportation (FDOT) initiated a project in 1998 to assess needs and develop a new design for the road. After completing this master plan in 2004, the FDOT along with its consultant worked on a project development and environment (PD&E) study, leading to realization that many challenges faced completion of the project, including right-of-way and environmental impacts, as well as the difficulty of private-public coordination. The team’s recommendations included general purpose lanes with interchange improvements, continuous connection to S.R. 84, a parallel road, reversible express lanes, as well as transit accommodations. After approval by the Federal Highway Administration (FHWA) in 2006, the project could not go forward due to lack of funds so FDOT decided to pursue a public-private partnership. Despite the many stakeholders in the project, the plan moved quickly through PD&E due to new engineering and project management practices. Construction will begin in 2009.
