New Rolling Stock Standards: Bad Timing?

The European Technical Specification for Interoperability Relating to Persons with Reduced Mobility (PRM TSI), which sets out detailed requirements for trains that operate on the trans-European network, is expected to become effective in the UK on July 1, 2008. The rolling stock provisions of this specification will create a problem in the UK in that the detailed technical requirements cover much of the same ground as existing accessibility regulations. Without quick action, there may be duplication of legislation, and in some cases a requirement for trains to meet contradictory technical specifications. This article examines this problem and presents some of the options the UK government in considering to eliminate this contradiction and duplication. To date, the government prefers an option in which all rail vehicles currently regulated under the existing accessibility regulations are deemed to be authorized for the purposes of accessibility under the PRM TSI. This option has several advantages: operators must maintain standards and there is one clear regime for enforcement. The government hopes to have a solution in place before the July 1 implementation date.
