More for Less: Sweden's ARENA Project is Looking at Proposals for How to Reduce Spending on Enforcement Infrastructure for Lorry Road User Charging
In this article the author describes the Swedish ARENA Lorry Road User Charging (LRUC) project that studies how to reduce spending on road user charging (RUC). While working within the context of the European Union’s European Electronic Toll Service (EETS), ARENA will negotiate between Toll Charger (TC) and Toll Service Provider (TSP) by assisting in managing TC contracting with parallel TSPs in the market. Two models are described by the ARENA project: 1) those that fall between RUC systems based upon Dedicated Short Ranged Communications (DSRC) that allow TCs to be relatively autonomous, and 2) those systems based upon Global Satellite Navigation Systems (GNSS) or cellular telephony (CN) networks. The authors take ARENA’s findings concerning EETS in terms of the success and utility of market-based RUC to be the optimal solution to deciding between different types of electronic tolling for Europe.
