Safeguarding access to off-street parking facilities for people with disabilities in Scotland
The booklet provides advice for providers of off-street and private car parks in Scotland, helping them to provide reserved car parking spaces and to ensure they remain available for use for people with disabilities. It emphasises their responsibility to provide spaces and their duty of care toensure those spaces remain available for use when required. The document highlights factors which influence the misuse of reserved parking bays, the groups who misuse them and measures which can be taken to tackle the problem of misuse. It explains the Blue Badge Scheme for on-street parking and how a Traffic Regulation Order can be obtained if required to extend theBlue Badge Requirement to off-street parking. Also included in the document are results of research into why non-disabled people use reserved parking bays and a description of the types of abusers, different enforcement and prevention measures, examples of good practice within Scotland, an action plan for car park providers and sources of information and contacts.
