Traffic management: the human element: community expectations and perceptions

The Moolanda Boulevard Driver Behaviour Modification Program was a trial developed to measure the effects of traditional traffic calming, perceptual countermeasures, education, enforcement and community perceptions and participation against a known traffic engineering issue and road safety issue. The trial has since morphed into a community based program using various modules to provide a tailored treatment package to individual streets or catchment areas. This paper will discuss the City of Joondalup's findings with respect to the community's expectations and perceptions with regard to the specific traffic calming and driver behaviour change initiatives undertaken on Moolanda Boulevard and the effectiveness of these initiatives. The community group program that has evolved from this initial trial shows the customised, iterative and developing nature of traffic calming and road safety strategies in the City of Joondalup, which is readily transferable to a variety of local situations. Community initiatives and reclaiming of streets can directly address driver behaviour issues as shown by the success of the community action group of Bridgewater Drive in Kallaroo.
