A global overview of health and safety issues and challenges

A plenary session on Health Safety and Environment (HSE) was hosted for the first time at the Ninth Conference of Asphalt Pavements for Southern Africa (CAPSA) recently held in Botswana in September 2007. The session was used as a platform to review current legislation pertaining to worker health and safety and conservation of the environment, and how it impacts on best practice in the bituminous products industry in South Africa. Similarly these requirements were juxtaposed with the efforts being made by the bituminous products industry in Europe and North America to meet the challenges of remaining legally compliant. This paper describes the key issues facing the industry globally, and discusses the strategies developed and steps taken by the respective international industry associations to implement best practice in meeting the challenges relevant to worker health and safety. Since many of these challenges are global in nature, and given the fact that scientific studies and regulations in one country can have an immediate impact on the rest of the world, there is a pressing need for increased communications and expanded partnerships between the various industry associations.
