In this article the author discusses the use of Computer Aided Dispatch/Automatic Vehicle Location (CAD/AVL) systems for applications in mass transit systems. In particular, the author focuses on providing advice to operators as to the most important features of a given CAD/AVL system when choosing between multiple options. The first and most important consideration is that of long-term use and implementation. It is important to avoid a great deal of excessive initial or unrealistic expectations, so that the project isn't later “orphaned.” Often the orphaning effect of advanced systems purchased by transit providers comes from a lack of knowledge about the capabilities of the systems purchased. Other factors can be disputes over operations, poorly trained operators, or a lack of qualified operators altogether. In closing it is noted that often complex Intelligent Transportation Systems (ITS) simply require a member of the organization to promote its use for continuing success.
