Pardon me, but your externality is showing [using recycled road making materials]

This joint paper announces a major advance in the preparation, use and applicability of recycled road making materials. In 2004 Fairfield City Council joined with Pioneer Road Services to identify, test, and trial sustainable asphalt mixes which included a quantity of recycled material well beyond that of current recycled asphalt pavement mixes utilised in the industry today. Over a two year period Pioneer Road Services, utilising recycled materials from Fairfield Council's Sustainable Resources Centre, developed and exhaustively tested asphalt products which incorporate minimum quantities of virgin rock materials and allow the incorporation of high percentage quantities of recycled materials. Since 2004 Fairfield Council has provided the test bed for the trialling of the resultant green products in various locations and situations across the City. This paper will discuss the results of those trials in terms of performance against industry standards and will challenge the “cost of production and embodied energy levels currently accepted by the road making industry and market today.
