A CRITICAL APPRAISAL OF THE ENVIRONMENT (PART 1)

The author reviews the environmental aspects of the design, positioning and maintenance problems associated with street lighting and signs. He gives many examples of cases where better designs could reduce the number of columns and signs used. More research into possible alternatives should be carried out before installation. Often low cost equipment is fitted resulting in high maintenance expenditure. The author suggests some simple modifications to the design of lighting columns which could greatly reduce their maintenance costs. He gives an account of a scheme for city centre lighting in Norwich where the installations were to be inconspicuous during daylight yet efficient at night providing a percentage of light to illuminate building facades. The contribution of the road surface to a satisfactory degree of luminance is discussed. It is important to provide the right surface for wet conditions rather than dry. The possible advantages of high mast systems are examined. The lack of uniformity and reliability of ignitors for discharge lamps is discussed. /TRRL/
