Review of Guidelines for Establishing School Speed Zones
A recent survey conducted by the Institute of Transportation Engineers Traffic Engineering Council included a request to identify guidelines or warrants used to determine when to install school speed zones. Several agencies noted that they use the Manual on Uniform Traffic Control Devices (MUTCD) when determining when to install a reduced school speed zone. Some agencies use local or state guidelines. The paper contains a summary, and in some cases an excerpt, of the guidelines provided. The paper starts with a review of key elements on the topic within the MUTCD. Next are the summaries of the state guidelines. The paper ends with summaries of city or county guidelines.
