Planning for future railway provision

The Enterprise and Learning Committee considered the implications for Wales of the UK Government's white Paper 'Delivering a sustainable railway' and the 'Wales Rail Planning Assessment' both published in July 2007. Recent growth in demand for passenger services in SE Wales had exceeded forecasts and this trend is considered likely to continue. The UK Department for Transport (DfT) explained that the high level output specification indicates the outputs that it wishes the railway to provide and is willing to fund over the five-year period April 2009 to March 2014, including the extra commuter passenger demand to be accommodated into major cities including Cardiff (enhanced high peak growth rate of 15%). The Wales Rail Planning Assessment (WRPA) forecasts that passenger rail demand across Wales is likely to grow by 23% between 2005 and 2016, and that growth could be as much as 35%. The Committee considers that the growth in passenger demand in Wales and particularly in the Cardiff area to 2014 and beyond is likely to exceed the levels used by the DfT and could even exceed those used in the WRPA. It is considered that the Welsh Assembly Government should be planning to fund the necessary infrastructure to accommodate this additional growth. Increased requirements for rail freight, car parking, transport integration, stations and future scheme appraisal are discussed.
