Abandoned Vehicles: Shift Gears For a Successful Program

In this article the author discusses the use of a specific plan for the management of abandoned vehicles (AV) by the Department of Public Works and Parks (DPW) in the city of Worcester, Massachusetts. The problem with AV had developed to a point of great public dissatisfaction with the number of such vehicles present on city streets. The program to be implemented consisted of four components: 1) receiving authorization to remove AVs when present; 2) developing a central customer service command to handle customer complaints for the issue; 3) providing a tracking data base for vehicle identification numbers (VIN) of stagnant vehicles; and, 4) ensuring that those who abandon such vehicles are fined accordingly. The presented Abandoned Vehicle Removal Program (AVRP) has been successful in its goal as demonstrated by quantitative data indicating a drop in towed vehicles, vehicles tagged for removal, and vehicles moved by owners contacted by the DPW.
